November 2025 brought further steps in the long-term transition to quantum-resistant technologies in Europe. Although we are only halfway there, policy and practice are slowly moving from the theoretical level to concrete plans. Here is a selection of the most important events and trends that security teams, IT managers, and cyber specialists should not overlook.

Strategic coordination in the EU: public consultation for the "Quantum Act"

The European Commission has launched a public consultation as part of the preparation of a new legal framework, the "EU Quantum Act, " which aims to create a more comprehensive legislative environment for quantum technologies, including post-quantum cryptography. The consultation took place during November and gathered feedback from industry, academia, and other stakeholders. This step represents a shift from previous strategic recommendations to the possibility of specific regulatory commitments at the European level. The consultation will influence the final form of the draft law, which is expected to be released next year.

Roadmap for transition to PQC: preparations for implementation continue

Against the backdrop of legislative measures, work is still ongoing on a coordinated implementation roadmap for the transition to post-quantum cryptography, which is being prepared by a working group within the NIS Cooperation Group. This document links European strategic objectives with practical milestones for Member States and critical infrastructure operators and serves as a reference framework for the transition to resilient cryptographic systems. Its elements and recommendations have already been published during the year and are now being synthesized with comments from the November consultation.

Conferences and European initiatives

Although the main European Conference on PQC Migration will not take place until early December, registration and program preparation were completed in November. This two-day professional event will focus on the practical aspects of the transition to post-quantum cryptography—from risk analysis and inventory of cryptographic assets to discussions on hybrid approaches and coordination between member states. The event is jointly organized by the French, German, and Dutch national cybersecurity authorities and other partners, underscoring the growing importance of technical and political cooperation in the EU. Quantum Day 2025

Worth mentioning in December is Quantum Day 2025, the third annual event organized under the auspices of CTU and IBM, which brought together leading experts in quantum computing, academics, promising students, and industry representatives in a single day. Trends and recommendations: what to take away

The end of the year once again confirms that the transition to post-quantum cryptography is not a matter of a single upgrade —it is a coordinated process that combines:

  • strategies and legal frameworks at EU level,
  • technical documentation and roadmaps to be implemented by Member States in their national plans,
  • community involvement and professional events for sharing experiences and best practices.

As with the aforementioned documents and initiatives, they emphasize the need for early preparation and a pragmatic approach to inventorying cryptographic assets, risk analysis, and pilot testing of hybrid and fully post-quantum solutions.
